Title Search
Significant interest has been expressed by LIXI members for Title Search functionality, including broad support at the 2009 Annual LIXI Forum. To respond to this, a new working group is being initiated to gather requirements and develop transaction standards.
Background
The background is that although title searches are routinely requested in some manner electronically (albeit without a standard 'request' format), they are delivered to the end users either as a pdf, an image, or at best as a text file. The title data is then manually re-keyed into practice management or mortgage processing systems. As a result errors and mistakes are unavoidable - even with frequent re-checking - which require mortgages to be re-worked and transfers amended as a direct consequence of the manual re-keying.
Proposal
LIXI members propose that an industry standard request and response architecture be developed, sufficient to permit parties involved in mortgage process transactions to request a title search and receive the title data in appropriately granular format, thereby enabling straight-through processing for mortgage settlement.
Note that NECS functionality incorporates Title Search (or the equivalent Registry Information Request). The proposed standards for Title Search will, as a necessary requirement, be entirely compatible with the NECS transactions. The NECS draft requirements for NECS-to-Land Registry transactions have been released for review and comment, they can be downloaded from here.
Business and Functional Requirements are being drafted and we look to all interested members to comment and contribute to the process. Some initial thoughts have been caputed in a document that can be downloaded from this page, the draft documents are being prepared in the LIXI Members Area where comments and feedback can be provided by all members.
